Base64 encode 된 파라미터를 request에서 받을 때, 더하기 기호(+) (plus sign) 가 누락되는 현상

파라미터를 보낼 때 URLEncoder.encode()를 수행하지 않았거나,
파라미터를 받을 때 URLDecoder.decode()를 두 번 호출하지 않는지 점검해 보자.
